         <title>CEC carries out evaluation of fragrance products to safeguard respiratory safety</title>
         <description><![CDATA[<em>The rapid rise of the "olfactory economy" has brought fragrance products into a wide array of public and private spaces. Yet the volatile organic compounds (VOCs) and other pollutants they continuously release are posing a growing, often overlooked threat to consumers' respiratory health.</em>

In January 2026, a pivotal group standard-Limit of Harmful Substances in Daily-use Fragrances, issued by the Shanghai Indoor Environmental Purification Industry Association-took effect. For the first time, it extends safety requirements beyond the product itself to cover the entire lifecycle, establishing strict limits on major health hazards, including total volatile organic compounds (TVOC), formaldehyde, benzene compounds, PM2.5, and five heavy metals.

Now, the China Environmental United Certification Center (CEC) has joined forces with the association to carry out professional evaluations of fragrance products in line with this new standard. Through authoritative third-party certification, the collaboration aims to give consumers clear, trustworthy safety labels, while steering the industry away from marketing-led growth toward technology-driven innovation. The ultimate goal: to help companies earn market trust through demonstrably safer products, and to genuinely protect every breath we take.

This landmark recognition underscores how leading electronics manufacturers are advancing circularity, product life cycle responsibility, and sustainable operations aligned with consumer values.</em>

The certification marks a significant step in promoting “Zero-Waste City Cells”, such as zero-waste factories and supply chains, which directly contribute to reducing environmental footprints and enhancing resource efficiency-key concerns for eco-conscious consumers. By obtaining this credential, Lenovo’s Motorola facility demonstrates tangible commitment to sustainable production practices, strengthening its brand image as an environmentally responsible enterprise.

CEC, in collaboration with the China Household Electrical Appliances Research Institute, has been developing standards and evaluation frameworks for zero-waste facilities since 2024, ensuring rigorous, industry-relevant benchmarks. The partnership combines technical expertise with certification authority, offering credible validation of corporate sustainability efforts that consumers can trust.

For consumers, this achievement signals greater transparency and accountability in electronics manufacturing, linking product purchases to broader environmental benefits like reduced waste generation and enhanced material recycling. This document focuses monetization on full supply chain carbon reduction, an integrated supply chain management system with four key components of "green supply chain, low-carbon logistics, zero-carbon manufacturing and resource recycling" built by Farizon New Energy Commercial Vehicle Group (Farizon), through measures including supply chain carbon management, low carbon logistic system, zero-carbon manufacturing, resource recycling system, and digital platform.
It is essential to be highlighted that the practice Integrated scenario-based service platform with circular ecosystem, enable carbon reduction investment cost of individual corporate, and enhances the overall sustainable competitiveness of the industrial chain through collaboration. By upgrading production, logistics and recycling models and designing new ways to convert carbon assets, the practice sets an easy-to-follow example for commercial vehicle manufacturers to adopt green production and cut carbon across supply chains.

It is essential to highlight that the practice drives collaborative carbon reduction along the supply chain through a carbon footprint management system. <strong>Practice #5｜Requiring life cycle CO2 emissions calculation, reduction, and compensation for carbon efficient and climate neutral IT products</strong>

<strong>Theme: Public institute supplier management</strong>
<strong>Core Content</strong>
       This practice focuses on requiring life cycle CO2 emissions calculation, reduction, and compensation for carbon efficient and climate neutral IT products of procurement strategy “Procurement with impact” launched by the Government of the Netherlands. Through the procurement rules, requirements and reporting mechanisms for calculating, reducing and compensating CO2 emissions, contractors are committed to take actions to reduce CO2 emissions in the supply chain, hence to fulfill the government's climate target.
      It is essential to be highlighted that the practice has combining economic measures such as carbon emission reduction and carbon footprint compensation, and also introducing incentives for purchasing carbon credits in accordance with stricter standards, has enhanced the willingness of participants to reduce emissions.

<strong>Innovation in Supply chain Management</strong>
      This practice demonstrates how can facilitate innovation from aspects of full-process low-carbon target embedding, standard-linked tender incentives, regular-report dynamic supervision in supply chain management:
<u>Full-process low-carbon target embedding</u>：The government’s sustainability commitments (with references to the Paris agreement, the Dutch climate agreement, its procurement strategy, etc.) and the main sustainability objectives are described in the document of the general context, framework, and conditions of the contracts, sustainability are included in procurement procedures;
<u>Standard-linked tender incentives</u>: In the technical specifications, contractors were required to provide the carbon footprint of the products purchased under the contract, to provide support and define actions to contribute to the overall IT carbon footprint, to compensate the estimated carbon footprint emissions of the products purchased through the appropriate compensation programmes, meanwhile, if suppliers committed to buy credits from projects complying with stricter sustainability standards, points were awarded;
<u>Regular-report dynamic supervision</u>: Regular monthly and yearly reports to monitor contract deployment and the contribution to the organization’s corporate responsibility goals were compulsory required to the contractors. In the monthly sales reports, contractors had to provide, for each purchased product, their carbon footprint and compensation, among other information. In the yearly reports on corporate responsibility, information of CO2 emission and compensation were required.

The Netherland“Procurement with impact”procurement practice model integrates carbon footprint control, carbon credit offsets, tender rewards and ongoing oversight. It offers an easy-to-follow template for public agencies to buy low-carbon IT goods and better manage suppliers’ carbon emissions.

<strong>Practice #4｜CO2 Performance Ladder: A proven and effective GPP best practice</strong>

<strong>Theme: Public institute/corporation supplier management; Low carbon logistics; Carbon inclusion</strong>

<strong>Core Content</strong>
This practice focuses on the “CO2 Performance Ladder” (Ladder) which integrates carbon management, green procurement incentives and third-party verification, in order to achieve global climate targets through helping organizations to eliminate carbon emissions by 2050 or before. These include, on one hand, defining three Steps of ambition for organizations to realize energy savings and reduce CO2 emissions in their own organization, projects and in the supply chain; and on other hand, providing advice to contracting authorities on how they can incorporate the "Ladder" into their tenders, procurement policies, rules and requirements. The third-party verification, shifts the burden of proof for procurers, making it easier to be applied.
It is essential to highlight that the Ladder, contributes to the monitoring of GPP, and encourages participants to develop new tools, products and methods to reduce emissions.
<strong>
Innovation in Supply chain Management</strong>
This practice demonstrates how can facilitate innovation from aspects of low-carbon procurement management mechanism and establish a standardized carbon management system in supply chain management: 
<u>Low-carbon procurement management mechanism</u>: incorporating the Ladder award criterion into the procurement documents; incorporating the advantage available per ‘CO2 Ambition level’ in the tender document; awarding contract based on the price-quality ratio and the CO2 ambition level offered by the contractors. target which recorded in the contract. After signing the contract, the winning contractor(s) shall execute the contract and demonstrate its compliance with the offered CO2 ambition level within a set period, and annually thereafter. 
<u>Standardized carbon management system</u>: organizations can choose themselves at which of the three steps established by the Ladder they wish to be certified. Then, they can take different measures by following the specific requirements of the ladder, grouped into four ‘angles’ - "insight, reduction, communication and collaboration" and by implementing a continuous improvement (PDCA) cycle, in order to structurally manage and reduce energy use and carbon emissions.

This practice introduces a carbon management system for government purchasing, built on three core measures: tiered rating standards, tender rewards and independent third-party checks. Using government purchasing power to encourage suppliers to actively cut carbon emissions, this model offers practical new ideas for public organizations to decarbonize their supply chains and roll out carbon benefit programs.

The Practices Collection brings together innovative supply chain practices from seven organizations across four countries: China, the United States, Thailand, and the Netherland. By summarizing practical experience and demonstrating phased achievements, the Practices Collection effectively enhances supplier capacity, promotes the adoption of carbon labelling, and stimulates market and supply-side demand for sustainable products and services.

<strong>Practice #2｜Thai Wacoal Low Carbon Solution to Sustainability</strong>
 
<strong>Theme: Public institute/corporation supplier management and carbon label</strong>

<strong>Core Content</strong>
This practice focuses on enterprises supplier chain management and carbon label throughout its “Eco Product System” in textile industry. Through the “Eco Product System”, relevant activities including design, procurement, produce, disposal and communicate with consumers were compliance with the requirement towards carbon neutrality and circularity.  Carbon Footprint of product assessment, Circular Economy Management System (CEMS) certification, together with Green Label certification were adopted and incorporated to guarantee the quantified Co2 emission. In additional, the relevant project such as zero waste has been carried out continuously to reduce community waste, the use of natural resources or fossil energy, the impact of climate change or global warming. 
It is essential to be highlighted that the enterprise motivated themselves to pursue their sustainability demand from market, meanwhile, besides the low carbon and carbon neutrality, circular economy approach is another aspect to be adopted.

<strong>Innovation in Supply chain Management</strong>
This practice demonstrates how can facilitate innovation from system setup, policy coordination, user orientation, corporate culture in supply chain management：
<u>System setup</u>: Systematical approach from design to disposal which ensure the safety, cleanliness and environmental friendliness of the entire production and operation process;
<u>Policy coordination</u>: Benefit fully from the government initiatives and industry collaboration, such as the Thai government's Green Industry Project, to accelerate the low-carbon transformation
<u>Customer orientation</u>: Researches and develops its products and materials by considering the customers’ needs and the health effects, low carbon and circularity are as part of aspects; 
<u>Corporate culture</u>: Corporate culture with an established sustainability framework, aligned with international practices and supports the United Nations Sustainable Development Goals (SDGs).

Wacoal Thailand integrates carbon footprint accounting, eco-label certification and circular economy management system accreditation to deliver low-carbon control across its entire industrial chain. This empowers the enterprise to tap into international green markets, foster domestic demand for low-carbon products, aligned with policy coordination and a sustainability-oriented corporate culture, serving as a replicable reference for carbon management and circular economy implementation among textile manufacturers to drive green transformation.

<strong>Core Content: Digital empowerment for green public procurement</strong>
This practice focus on applying a digital public procurement data system, which is automatically connected to the eco-label and carbon label databases maintained by relevant certification agencies. This enables the tracking of the carbon emission reduction benefits brought about by public procurement, thereby facilitating public institutions to make informed and climate-friendly procurement decisions and to monitor the progress in real time.
It is essential to be highlighted that the practice has strengthened the management of procurement data related to the environment and carbon performance, establishing a connection between eco-labels, carbon labels and the procurement database, thereby improving procurement efficiency.。
<strong>
Innovation in Supply chain Management</strong>
This practice demonstrates how technological integration and data-driven decision-making can facilitate innovation in supply chain management：
-<u>Technological integration</u>: Establish an API integration between the procurement center, the eco-labeling and the carbon label certification agency databases to achieve synchronization, real-time updates, and interconnection of low-carbon data;  
-<u>Data-driven decision-making</u>: Pilot testing in public procurement agency, procurement performance reports has been established, automating carbon impact tracking and enabling data-driven decisions on a scale, enables the automatic tracking of carbon emission reduction information, laying the foundation for the wide application of data-based decision-making methods and the promotion of the green and low-carbon procurement system.
The upgrade practice of Thailand's green procurement database, starting from the public procurement scenario, has achieved initial success through data integration, system integration, and model innovation, in realizing the upgrade of procurement management, carbon emission reduction control, and supply chain governance. This provides a reference for various public institutions and enterprises to build a low-carbon procurement system, improve the application of carbon labels, and optimize carbon emission reduction management in the supply chain.

         <title>Procura+ Awards 2027 open submissions</title>
         <description><![CDATA[Who will follow in the footsteps of 2025's Procura+ Award winners <strong>Berliner Verkehsbetriebe, Orleans Metropole and UNDP Uzbekistan</strong>? <a href="https://procuraplus.org/activities/awards">Applications for the 2027 Procura+ Awards </a>are now open, inviting public authorities to submit applications in three possible categories: Sustainable Procurement of the Year, Innovation Procurement of the Year and Global Procurement of the Year. Apply by filling in the form below. Deadline: 20 September 2026 (23:59 CET).

The three categories aim to highlight <strong>sustainable, circular and innovation procurements and tender procedures and give visibility to the most dynamic, forward-looking and innovative public authorities and their initiatives</strong>. The succesful solutions will have a strong potential for replication and scaling up and will be an excellent showcase in using sustainable, circular and innovation procurement instruments to purchase cutting edge solutions.

<strong>Sustainable Procurement of the Year </strong>
This category will reward procurements which integrate aspects of sustainability, including environmental, economic, circular and social elements. It aims to showcase procurements which include a strategic and therefore holistic approach to implementing public procurement.

<strong>Innovation Procurement of the Year </strong>
This category will reward those procurements which use innovative approaches in their purchasing practices, as well as those that foster innovation by purchasing cutting-edge products, services and works and see the public authority as a launch customer, driving sustainable development.

<strong>Global Procurement of the Year</strong>
This category will focus on global outstanding public procurements and initiatives. This category goes beyond Europe and seeks to showcase good practice from all over the world.

The 2027 Procura+ Awards will be assessed by a jury of procurement experts and policy makers. The jury will be revealed soon. The winners and finalists will be announced during a special ceremony at the Procura+ Conference, taking place in the <strong>City of Barcelona from 16-19 February 2027</strong>. CEC has hosted the Secretariat of IGPN since 2018, driving the global implementation of sustainable procurement. The innovative cases featured in the Practices Collection document policies, measures, tools, and outcomes of applying carbon labelling to innovate supply chain management, facilitating knowledge sharing among IGPN members and stakeholders worldwide. By summarizing practical experience and demonstrating phased achievements, the <em>Practices Collection</em> effectively enhances supplier capacity, promotes the adoption of carbon labelling, and stimulates market and supply-side demand for sustainable products and services.

         <title>Procurement Workshop Highlights Path to Low-Carbon, Resilient Buildings</title>
         <description><![CDATA[How can public procurement rules and criteria be redesigned to deliver low-carbon and resilience?
This question was directly addressed during a dedicated procurement workshop at the GlobalABC Sustainable Buildings & Construction Summit, Lausanne on 20th April, 2026. The session moved beyond the theory to test how the <a href="https://www.oneplanetnetwork.org/sites/default/files/2025-09/250515-Global Framework for Action_V9.pdf">Global Framework for Action: Harnessing sustainable and circular public procurement to drive demand for a near-zero and resilient built environment </a>can be applied in practice.

Using a real project scenario, participants explored how procurement can shift from lowest upfront cost to whole-life value, carbon performance, and circularity. The discussion was driven around the importance of policies and leadership, the implementation mechanisms along the procurement life-cycle and the market response.

<strong>What are the challenges?</strong>
During the discussion, participants identified a set of systemic barriers that are holding back progress, including:
	Fragmentation across ministries, policies, standards and processes. 
	Continued focus on lowest cost over lifecycle value and carbon performance
	Limited use of performance-based approaches and lifecycle tools
	Gaps in data availability and reliability
	Weak coordination with the market.

<strong>What needs to change? </strong>
Some priority actions converged with the Global Framework for Action around the need to:
<strong>1. Strengthen policy alignment and leadership (P1.1)</strong>
Enable inter-ministerial collaboration to develop integrated building policies addressing operational and embodied carbon, circularity, and lifecycle assessment; supported by aligned standards, budgets, and incentives.
<strong>2. Redesign procurement practices (P3.2)</strong>
Adopt performance-based procurement that rewards innovation and outcomes, supported by the alignment of standards, strong data systems, and green financing are essential to scale sustainable construction.
<strong>3. Activate market collaboration (P2.6; P3.3). </strong>
Use early market engagement and collaborative procurement methods (e.g. competitive dialogues) to create clear demand signals and enable innovation across the value chain. 

<strong>What enables implementation?</strong>
Scaling these actions requires aligned standards and metrics (e.g. embodied carbon, circularity), robust data systems for tracking performance, green financing and incentives to reduce risk, and capacity-building across procuring entities. 

<strong>Key takeaway from this session</strong>
The workshop roundtables highlighted that policy ambition is advancing faster than implementation capability. However, by aligning leadership, operational tools, and market collaboration, public procurement can become a powerful demand-side driver for a near-zero, circular built environment. The Global Framework for Action provides a common direction, but impact depends on applying these actions in day-to-day procurement decisions. 

<strong>Launched at this session: Online course to support implementation</strong>
To support the transition from ambition to practice, a new free online course on sustainable and circular public procurement for the built environment developed by UNEP was launched at the Summit.
